PM CARES FUNDS worth of 10 thousands crores ,funded by public but still not a public authority – PMO
BACKGROUND
During the covid 19 pandemic when PM Shree Narendra Modi has allowed to create a new fund named pm cares although we have already a similar kind of fund exists,and urged to donate whatever one can, with their capacity .
Current Stand
when an RTI activist sri harsha kandukuri has filed an RTI asking about the trustees and the manner fund have used but government didn’t replied for a month when again asked about it as per the one month period passed he finally received a reply.
PMO^s Answer
While replying to the RTI pmo clearly mentioned that pm cares fund doesn’t comes under the ambient of section 2(h) of RTI act 2005 and hence it is not a public entity and central government is not obligatory to answer the RTI. pmo denied to answer any questions as such.
CONTROVERSY
It’s a great question that arises here is, if pm of india ,defense minister ,finance minister ,home minister are the ex-officious chairman of the fund , then how transparent it is to say that its not an public authority. even a report mentioned that it will not be audited by cag of india. so the conclusion here is we need a lot of reforms in both the funds pm cares and pm NDRF for more accountability and transparency.
according to a report published in times of india till date the total donations received crossed the amount of 10 thousand crores.
